The Board of the Cyprus Youth Council (C.Y.C.), based on Article 15, paragraph A’ of the C.Y.C. Statute, would like to announce its Annual General Assembly. The 20th Annual General Assembly will also be electoral for the two consultative bodies of C.Y.C. and, at the same time, will be constitutional.

The Annual General Assembly will be held on Saturday 30th of November 2024 at the offices of SEK in Nicosia at 9:00 a.m.

Please note that Full Members will be able to attend the General Assembly with the number of two (2) persons, while Associate and Collaborating Members with one (1) person. 

According to the draft agenda, the General Assembly will:

1.     Discussion and approval of the Annual Activity Report of the Board

2.     Presentation of C.Y.C.’s international activity

3.     Discussion and approval of financial report 

4.     Evaluation and approval of applications for membership-organisations (α)

5.     Discussion and adoption of policy papers (b)

6.     Amend of the Statute, as per Societies and Institutions and Other Related Matters Law of 2017, L.104(I)/2017. (c)

7.     Elections for Financial Control Committee (d)

8.     Elections for Advisory Board for C.Y.C. Membership Applications (e)

Therefore, attached the following information and support documents:

  • Applications and criteria for Full and Connected Member Organisations

The General Assembly will offer the opportunity to youth NGOs to apply to become Connected Member Organisations of the C.Y.C.. Also, youth NGOs that are already Connected Member Organisations can apply to become Full Member Organisations. Applications and criteria can be found HERE.

The deadline for applications is 30 October 2024.

  • Information on submitting Policy Papers

The C.Y.C. Member Organisations can submit policy papers to be considered for approval by the General Assembly. Organisations that wish to submit documents, must submit them both in Greek or Turkish and in English language. After the timely submission, the documents will be sent to all Member Organisations.  Please find the relevant Regulations HERE.

The deadline for receipt of policy documents is 30 October 2024.

(c) Statutory Changes

After the statutory changes that took place in 2019, with the aim of harmonising with the new Legislation, we are now invited to adopt additional provisions with the main objective that the statute corresponds to the statute of an organisation that is a Federation, such as the C.Y.C..

The Ministry of the Interior in 2020 prepared Implementing Regulations, with which instructions are provided for the conversion of the statutes of organisations that are federations as well as other mandatory provisions that the Ministry of Internal Affairs and the Superintendent of Associations and Foundations, requests as they exist in the statutes of the NGOs.

Therefore, the existing statute has been revised with 2 main objectives:

(j) Changing words such as “association” to “federation”, and clarifying provisions, to make it clear that the members of the C.Y.C. are legal entities.

(ii) Introduction of mandatory provisions, as requested by the Ministry of Interior.

Along with the proposed changes which are shown in red and underlined, there is a comment to the side which explains the modification.

The Board of Directors, at this time, does not open the chapter amendment of the statute, except to make the necessary changes based on the legislative framework. At the same time, the Board of Directors is working on a proposal, discussions with the members, and if it is deemed appropriate, to hold an open dialogue of statutory changes and how this will take place.

The final draft of the bylaws will be sent to all members on October 30, 2024. Members are requested if they have any questions or queries to send them by November 20, 2024, so that they can be answered.

(d) Elections for the Financial Control Committee (FCC)


Elections for the Financial Control Committee (FCC) will be held at the General Assembly. Nominations may be submitted by Full Member Organisations only. All nominations submitted by organisations must complete an application form together with a short biography of the candidate and a letter of motivation * at least 30 days (30 October 2024) before the General Assembly

The candidates must not have turned 33 years old until the date of the General Assembly. The CV and the letter of interest of the candidate must be submitted in Greek or Turkish, as well as in English language. All the nominations must be submitted by filling this application form HERE.

*Note: The Motivation Letter should address at least the questions “What skills and qualifications do you have?”, “Why should you get elected?”, “Why do you think that member organisations should choose you?” “What is your experience with financing and/or financial controls?”

(e) Elections for Advisory Board for Membership Applications

Elections for the Advisory Board for Membership Applications will be held at the General Assembly. Nominations may be submitted by Full Member Organisations only. All nominations submitted by organisations must complete an application form together with a short biography of the candidate and a letter of motivation * at least 30 days (30 October 2024) before the General Assembly

The candidates must not have turned 33 years old until the date of the General Assembly. The CV and the letter of interest of the candidate must be submitted in Greek or Turkish, as well as in English language. All the nominations must be submitted by filling this application form HERE.

*Note: The Motivation Letter should address at least the questions “What skills and qualifications do you have?”, “Why should you get elected?”, “Why do you think that member organisations should choose you?”, “What is your experience with Youth Organisations?” 

All Member Organisations of C.Y.C. must fill a form describing the activities they organised or took part in 2024 (until October 30th, 2024). Please find the form HERE.

Finally, it is noted that in order to promote the cooperation between member organisations, a designated area will be provided in the hall of the General Assembly for MOs to promote their activities. Any promotional / educational material should be placed in the hall at 09:00 to 09:30.
